SARASOTA — This week, the Mallard Law Firm announced their intentions to sue the Sarasota County Sheriff’s Department on behalf of the family of Donna Chen, who was struck and killed by a drunk driver while jogging with her dog on Siesta Key in January, for what they say are negligent actions resulting in her death.On January 7, Chen was jogging on the side of the road, when she was hit by Blake Talman and dragged to her death. Talman, along with two other beach goers, had earlier been confronted by police officers while drinking on the beach. The officers reportedly instructed the them to “go home or go to jail.”
